The Cardiff and Vale Regional Partnership Board (RPB) and Senior Leadership Group (SLG) have recently met to review progress, address system challenges, and plan next steps in delivering integrated health and social care across the region.
Regional Partnership Board – 10 June 2025
At the June meeting, the Board reviewed developments across key areas of work:
Annual Report 2024–25
The Board considered the draft Annual Report, which outlines achievements against North Star priorities and delivery plans. Members emphasised the importance of evidencing impact, using outcomes and lived experience, and presenting a clear narrative for stakeholders and the public.

Conference Reflections
Board members reflected on the success of the 2025 “Stronger Together” conference, noting the strong engagement in workshops and the partnership marketplace. Feedback highlighted the value of co-produced sessions, inclusive facilitation, and space for meaningful discussion.

@Home Programme and Localities
The Safe@Home model has now moved into delivery, supported by strengthened locality partnerships. The Board discussed how housing, digital infrastructure, and workforce planning are enabling more care to be delivered closer to home.

Housing and Community Infrastructure
Progress continues on capital-funded schemes, including integrated housing models and extra care developments, supporting older people and adults with complex needs.
Diabetes Prevention Deep Dive
The Board received a focused update on the region’s progress in addressing Type 2 diabetes as a North Star priority. Members noted the positive impact of the All-Wales Diabetes Prevention Programme and welcomed the recommendations from the recently published evaluation and improvement plan.
Neurodivergence
Following strong interest at the Annual Conference, a deep dive session will be held in September to drive forward a shared strategy on neurodivergence. Members agreed to continue involving people with lived experience in shaping next steps.
Unpaid Carers and Short Breaks
The Board welcomed updates on recent investment in the Short Breaks Scheme and discussed opportunities to embed carers’ voices into future planning and service delivery.

Senior Leadership Group – 9 May 2025
The SLG met to reflect on operational delivery and system alignment. Key areas included:
Delivery Plan Progress
Leads shared updates across all programme areas, with examples of good practice in Place-Based Care and Starting Well. However, capacity and workforce pressures remain a cross-cutting issue.
Workforce and Organisational Development
Members explored how to better align development activity across agencies, including joint training offers, system leadership development, and trauma-informed practice.
Measuring Improvement and Impact
The group agreed to strengthen how data, outcomes, and lived experience are used across programmes and reports, recognising the need to capture what matters to people, not just systems.
Finance and Governance
A financial update was provided, including confirmation of reporting timelines for 2025–26. Members reviewed governance arrangements and escalation routes to ensure continued clarity and accountability.
These meetings reflect the strength of partnership working across Cardiff and the Vale and a continued focus on delivering person-centred, place-based care that meets the needs of local people.
