The Cardiff and Vale Regional Partnership Board (RPB) Strategic Capital Plan 2026 Refresh sets out how partners across health, social care, housing and the third sector are working together to develop modern, integrated facilities and community spaces that better support people across Cardiff and the Vale of Glamorgan.
The refresh builds on the original 2023 Strategic Capital Plan and provides an update on governance arrangements, programme delivery, risks, revenue planning and the region’s developing capital pipeline. It has been developed collaboratively with partners including Cardiff Council, Vale of Glamorgan Council, Cardiff and Vale University Health Board, Welsh Ambulance Services NHS Trust, housing organisations, third sector partners and carer representatives.
What is the Strategic Capital Plan?
The Strategic Capital Plan supports the delivery of new and improved community infrastructure through Welsh Government funding streams including the Housing with Care Fund (HCF) and the Integration and Rebalancing Capital Fund (IRCF). These programmes help develop:
- Integrated community health and wellbeing hubs
- Housing with care developments
- Specialist accommodation and support services
- Community-based health and social care facilities
- Partnership spaces that bring services together closer to local communities
The overall aim is to ensure people can access the right support, in the right place, at the right time.
Working Together Across the Region
The programme is delivered through strong partnership working and shared governance arrangements across the region. The Strategic Capital Plan supports wider Regional Partnership Board priorities including:
- Starting Well
- Living Well
- Ageing Well
- Strategic Enablers
It also connects with programmes supporting mental health, dementia, unpaid carers, neurodivergence, physical disabilities, digital care and integrated community care.
Investing in Community Facilities and Integrated Care
The capital programme includes a wide range of projects at different stages of development, from feasibility and planning through to construction. Current and proposed schemes include:
- Community wellbeing hubs
- Integrated health and wellbeing centres
- Specialist accommodation projects
- Housing with support developments
- Community mental health facilities
- Adult residential care developments
- Services for children, young people and people with learning disabilities
Projects highlighted within the refresh include developments linked to Parkview Wellbeing Hub, Riverside Community and Health Hub, Thompson Street Complex Needs scheme, St Mellons Housing with Care Centre and Barry Western Gateway.
Supporting Long-Term Planning
The Strategic Capital Plan also helps partners identify future opportunities, align assets and strengthen long-term planning across the region. Dedicated programme management and planning capacity supports the delivery of projects and helps coordinate joint working between organisations.
Managing Risks and Challenges
Like many large-scale capital programmes, the plan recognises several key challenges including rising construction costs, workforce and contractor capacity, funding pressures and increasing technical and regulatory requirements. Partners continue to work collaboratively to mitigate these risks and ensure projects remain sustainable and deliverable.

The 2026 Refresh demonstrates the continued commitment of partners across Cardiff and the Vale to creating more joined-up, community-focused services and environments.
