Emma Cooke, Executive Director of Allied Health Professionals, Health Scientists and Community Services Development

I joined Cardiff and Vale University Health Board in 2015 and became the Executive Director of Allied Health Professionals (AHPs), Health Science, and Community Development in June 2024. I’m a physiotherapist by background and have worked across health systems in the UK, New Zealand, and Australia.

I hold a PhD focused on the efficacy of functional strength training in restoring lower limb motor function early after stroke, and I’ve published research in this area. I’ve also contributed as a peer reviewer for the Royal College of Physicians Stroke Guidelines and have presented my work both nationally and internationally.

My leadership journey has included roles such as Chief Therapist and AHP Lead at St George’s University Hospitals Foundation Trust in London, as well as Head of Physiotherapy Services, Clinical Director of AHPs, and Deputy Director of Therapies and Health Science here in Cardiff and Vale. I currently lead the Value-Based Rehabilitation Programme and am particularly passionate about ensuring timely and equitable access to rehabilitation.

I’m a strong advocate for co-production, supported self-management, shared decision-making, and cross-sector collaboration. I believe in empowering individuals to lead healthier lives through community-based solutions, and I’ve been honoured to receive five national healthcare awards for my contributions to the field.
