The Regional Partnership Board consists of representatives from across the third, housing and independent sectors along with independent members, health and local authority colleagues. They meet every two months to review progress on each of our Joint Area Plan commitments and to consider how we can amplify our impact by working together. The Strategic Leadership Group acts as the engine room for the RPB ensuring that its plans are driven forward at pace. An overview of our recent discussions is provided below:
Spotlight on Digital



The Regional Digital Care Board is the place where partners come together to consider how best to share information for service users and staff across our region. Current developments include a shared care record for children and a single view record for older people.

Annual Delivery Plan
We’re working with partners across our range of priorities to agree shared areas of work for the coming year.
The RPB team will be leading these conversations with key stakeholders over the coming weeks before bringing draft plans for final approval at our conference on 16th May.

@Home – Integrated Community Care System
Key points discussed at the meeting:

• @home is one the RPB’s most significant programmes to deliver an integrated community care system and there is therefore a need for close alignment with organisational priorities. Despite progress, there is more to be done as a partnership to optimising care and support for citizens.
• The health board’s shift towards an ICCS as an organisation is hugely significant for this programme
• There is significant work to do to develop the key enablers of an ICCS including improved data and intelligence, planning, digital enablers, and workforce coordination.
• A detailed discussion was needed to better organise community nursing efforts, improve outcomes, and set clear future intentions.
Mental Health – Right Care Right Person
An update was given on the Mental Health – Right Care, Right Person programme:
Overview: RCRP (Right Care, Right Person) reduced police involvement in mental health welfare checks and emergency admissions.
Challenges: Health services had to adapt resources and policies. Cardiff and Vale faced high Section 136 admissions and inadequate emergency assessment facilities.
Actions: Efforts focused on improving staffing, facilities, and conveyance options, with ongoing collaboration with police and regional health boards.
Conclusion: The implementation posed significant challenges in managing resources and ensuring patient safety without police involvement.
It was agreed that third sector partners would consider challenges and solutions associated with this policy, with the Police.
Funding and Performance
Our thanks to everyone who contributed to our Quarter 3 reports which have been positively received by Welsh Government.
You can view dashboards demonstrating progress against our Area Plan Delivery Plan and for each funded project here. In general, all workstreams are progressing to plan despite a few delays in our Unpaid Carer and Learning Disability programmes whilst recruitment and new contracts are underway.
All allocations for 2025-26 have been shared with SROs. For now, spend and performance should continue to be managed in line with the end of year forecasts submitted in Q2.
